National Reform Programme of the Slovak Republic in 2024

On 24 April 2024, the Government of the Slovak Republic approved the National Reform Programme of the Slovak Republic for 2024. The National Reform Programme presents an overview of both implemented and planned measures responding to the EU Council recommendations in various key structural areas (public finances, education, labour market, social affairs and housing, green transformation, etc.).

Specifically in the area of taxation, the following measures are approved in 2024:

  • Reforming the tax system of the Slovak Republic and streamlining the tax mix by exploiting the potential of environmental and property taxes. This is both to increase economic efficiency, but also to promote green transformation and environmental sustainability.
  • Streamlining the recovery of tax arrears and ensuring the development of IT support for bailiffs. The text of an amendment to the Tax Administration Act (Tax Code), which is to implement this measure, is currently being finalised.
  • Continuation of the introduction of an information system for the submission of invoices in electronic form, the so-called e-invoice.
  • Improvement of electronic services of the Financial Administration:
  • insertion of a QR code in the output documents of the Financial Administration in order to minimise the number of errors in the payment of taxes, fees or penalties on the part of tax entities (the first documents with a QR code should be sent in early June 2024);
  • pre-filling of tax returns of individuals receiving income from dependent activities;
  • abolition of employers’ obligation to make an annual tax reconciliation on income from employment.
  • Legislative definition of tax fraud in conjunction with soft warnings (informative notices sent electronically to tax entities in order to ensure compliance with tax obligations) under the motto “three-strikes law”, to reduce the VAT gap and improve collection efficiency.
